In-State Eligibility

You may be considered for the in-state rate if you meet one or more of the following criteria:

  • You are a resident of Maryland and have met all residency requirements for at least 12 months.
  • You are a regular employee of the University System of Maryland or a USM institution or the spouse or financially dependent child of such a person.
  • You are a veteran of the United States Armed Forces residing in Maryland.
  • You are the spouse or child of a veteran of active duty member of the United States Armed Forces using educational benefits under the Post-9/11 G.I. Bill and residing in Maryland.
  • You are a ward of the State of Maryland.

Tuition Rate *

In-State Tuition Rate

Failure to complete all of the required items may result in a non-resident classification and out-of-state charges being applied. Please note that you may be contacted for clarification or to provide additional information.

Out-of-State Tuition Rate

If you choose this option, you will continue to be charged the Out-of-State Tuition Rate until you contact UMGC and successfully demonstrate eligibility for the In-State Tuition Rate, the Military Tuition Rate, or an exemption.

Exemption to Out-of-State Tuition Rate

Based on the Maryland Dream Act, students who are not eligible for the in-state rate because they do not currently meet all of the Maryland residency requirements may qualify for an exemption to the Out-of-State Tuition Rate if they meet exemption criteria.
